- Shut-down order applies to clubs, bars/saloons, and cola-tecs in Gyeongsangbuk-do for two weeks, starting on May 12 - In light of the mass infection of COVID-19 patients stemming from the recent incident at a club in Itaewon, Seoul, Gyeongsangbuk-do Governor Lee Cheol-Woo issued a two-week shut-down order on entertainment facilities and establishments in Gyeongsangbuk-do to prevent any influx of COVID-19 patients and spread in the local community proactively. The order will take effect as of 13:00 on May 12 and expire on May 26 (two weeks). The order applies to clubs (including hall-type entertainment facilities), cola-tecs, and bars/saloons across the entire province of Gyeongsangbuk-do. These facilities must stop all business immediately to prevent the spread of COVID-19. Pursuant to Article 80 of the Infectious Disease Control and Prevention Act, violation of the shut-down order will result in a fine of up to KRW 3 million, which will be levied onto the owner of the establishment in violation of the order as well as each inidual using said establishment. If the violation results in any ed cases of COVID-19, the government will exercise its right to indemnity and ask for relevant parties to reimburse the government for medical and quarantine-related costs. Furthermore, the Gyeongsangbuk-do government issued an order asking any and all persons who visited the six clubs in Itaewon recently to report voluntarily for COVID-19 testing, and the order also prohibited recent Itaewon club users from interacting with other people. This order is d on the government’s right to execute epidemiological investigations (Article 18-3), take measures for medical examination and vaccination (Article 46), and use epidemic control measures (quarantine and ban on interpersonal contact) against the prence of infectious diseases (Article 47) stipulated in the Infectious Disease Control and Prevention Act. Violations against this order can result in up to two years of imprisonment or a fine of up to KRW 20 million. If any violation results in the spread of COVID-19, relevant parties will be held liable for quarantine-related expenses. Meanwhile, entertainment facilities other than those specified in the shut-down order must comply with government compliance requirements*. The government is recommending businesses to refrain from ing their establishments to patrons. As with the entertainment facilities specified int he shut-down order, violation of government quarantine rules may result in additional shut-down orders, and parties in violation will be held fully liable for damages. ;Compliance Requirements> Workers with suspected symptoms of COVID-19 must leave work immediately (all employees must take their temperature twice a day, and record results in an employee temperature log). When standing in line outside their places of business, workers must keep a distance of at least 1~2m. All workers must have their temperatures measured for potential fever symptoms of respiratory symptoms. Also, workers who have traveled overseas within the past two weeks, workers with a fever or respiratory symptoms, workers belonging to high-risk groups must not enter their places of business (all establishments must keep a log of people accessing their facilities). All workers and users must wear face masks * Workers/users without face masks must be stopped from entering any place of business. Inside, workers/users must wear a face mask at all times, except when eating or drinking. All establishments must have hand sanitizers available at entrances/exits and throughout their facilities. When standing in line inside their places of business, workers must keep a distance of at least 1~2m. All establishments must disinfect and ventilate their facilities at least twice a day. *Doors and railings, especially places and s that frequently come into direct contact with people All establishments must designate a quarantine officer and compile/maintain a list of people accessing their facilities (must name, phone number, and ID). As of May 11, Gyeongsangbuk-do has identified 22 people who had visited clubs in the Seoul/Gyeonggi-do area and those who had come into contact with a ed COVID-19 patient. All 22 people have been tested negative against COVID-19. Gyeongsangbuk-do Governor Lee Cheol-Woo said, “We’re seeing mass infections of COVID-19 again with our society becoming a little lax against the disease. The mass infection involving clubs in Itaewon, Seoul, is a good example. As such, I would like to ask all Gyeongsangbuk-do residents from entering entertainment facilities where they may be likely to come into contact with multiple people.”
