On June 8, Gyeongsangbuk-do signed a Memorandum of erstanding (MOU) promising mutual cooperation for the “Gyeongsangbuk-do Hydrogen Fuel Cell Power Generation Cluster Project” and celebrated its new partnership with an MOU signing event at the Fuel Cell Verification Center (Venture Building no. 5) inside Pohang Technopark. In attendance was Gyeongsangbuk-do Governor Lee Cheol-woo, Pohang-si Mayor Lee Kang-deok, Korea Hydro and Nuclear Power CEO Chung Jae-hoon, Pohang University of Science and Technology President Moo Hwan Kim, Doosan Fuel Cell Co., Ltd CEO Sookyung Yoo and Pohang Technopark Director Lee Jeom-sik. As per the agreement, the Gyeongsangbuk-do government will establish an organic collaborative work between corporations and research institutes currently at the forefront of fuel cell development in Korea, work with its partners to push the “Hydrogen Fuel Cell Power Generation Cluster Project” in Gyeongsangbuk-do ahead, and create a thriving ecosystem for the Korean fuel cell industry.
The “Hydrogen Energy Roadmap” announced in January 2019 detailed the government’s decision to expand the nation’s current fuel cell power generation capacity from 420MW to 15GW by 2040, drastically reduce the installation cost for electricity generators to be competitive against small and medium-sized gas turbines, and fully localize core components by ensuring compliance with international standards. The Roadmap is expected to help the government create the right ecosystem for the hydrogen industry and offer the support hydrogen-related companies and organizations need as they look to lead the global market.
Unlike fossil fuels, fuel cells produce electricity and heat without combustion. As such, they can supply electricity more stably than solar and wind power, which are vulnerable to fluctuating environmental conditions. Once they become a mainstay in people’s day-to-day lives, fuel cells will deliver significant economic and industrial ripple effects with more than 10,000 parts suppliers added to the economy, and annual growth of more than per year on average. Naturally, energy markets all over the world are paying attention to new developments in the fuel cell industry.
To date, Gyeongsangbuk-do has ed a fuel cell testbed, promoted the Fuel Cell Corporation R&D Support initiative, hosted an bidding for preliminary feasibility studies on hydrogen fuel cells, built a hydrogen fuel cell verification center, and held a public competition to call for projects aimed at developing creative new talent and personnel for the fuel cell industry. In other words, Gyeongsangbuk-do has been on the vanguard when it comes to the fuel cell industry over the years. At present, it is working on a preliminary feasibility study for the Hydrogen Fuel Cell Power Generation Cluster project.
For the Hydrogen Fuel Cell Power Generation Cluster project, the Gyeongsangbuk-do government and its partners will invest KRW 242.7 billion between 2021 and 2025 in the Pohang-si area to create a proving gro for the localization of hydrogen fuel cell products along with an industrialization complex. The Gyeongsangbuk-do government also plans to establish a verification center capable of inspecting and certifying large-capacity fuel cells (MW). When complete, the Cluster will have the technology to develop and maintain fuel cells tailored to the Korean environment, and to elevate Korean fuel cell technology to one of the best in the world.
With its latest MOU, Gyeongsangbuk-do hopes to strengthen its competitiveness in the field of fuel cell technology, and achieve 70% of the national policy goal set for a hydrogen-d economy (15GW in fuel cells by 2040).
Moreover, several corporations, including Doosan Fuel Cell Co., Ltd., and Korea Hydro and Nuclear Power Co., Ltd., and other corporations handling raw materials, materials, parts, and final power generation systems, have expressed significant interest in participating in the Hydrogen Fuel Cell Power Generation Cluster project. Meanwhile, local universities, particularly Pohang University of Science and Technology, have been ed for the Hydrogen Convergence and Human Resources Development project (worth KRW 4.3 billion), which is expected to add to the bright future of the Cluster project.
Gyeongsangbuk-do Governor Lee Cheol-woo said, “Pohang already has an industrial complex capable of facilitating the Fuel Cell Power Generation Cluster, and it has the right infrastructure as well as research and development facilities for fuel cells. It’s the perfect place to grow our fuel cell industry. The Gyeongsangbuk-do government will work ly with corporations and other organizations to create more than 4,000 jobs, and grow the province into the Mecca of fuel cells moving forward.”
