With the Gyeongbuk New Deal 3+1 Comprehensive Plan, Gyeongsangbuk-do is looking to develop future growth engines in new fields, such as digital and green industries, in response to rapid changes in economic and social structures affected by the COVID-19 pandemic, and revive its local economy by creating new jobs in connection with the new industries it hopes to promote moving forward.
The Gyeongbuk New Deal 3+1 Comprehensive Plan will leverage existing works across the region that can facilitate growth and the Province’s resources on potentially gro-breaking initiatives in science and industrial fields. Ultimately, the Plan is expected to help Gyeongsangbuk-do pursue its vision of transing region into a leader in Korea’s digital and green industries.
Specifically, the 3+1 strategy of the Plan features three pillars - the ① Digital New Deal, ② Green New Deal, and ③ Reinforced social security - and one additional core initiative for the Gyeongsangbuk-do and Daegu region - the new regional airport.
【Gyeongbuk New Deal - Top-10 Core Projects】
(AI) Develop the active smart-living care industry (2021~2027, KRW 500 billion) ▶ Develop core materials, components, and products; establish infrastructures and value chains, etc.
(5G) Establish a 5G-d convergence industry cluster (2019~2025, KRW 100 billion) ▶ Develop test network-d testbeds, VR∙AR devices, core and convergence products, etc.
(Data) Create an infrastructure using accelerator data (2021~2025, KRW 270 billion) ▶ Generate big data for various accelerators; build big data plats, etc.
(Electric Vehicles) Develop safe and reliable high-perance secondary battery technology (2022~2028, KRW 540.5 billion) ▶ Commercialize the developed technology; establish uation centers for cell perance and safety; establish beam lines exclusively for accelerators
(Hydrogen) Establish a hydrogen fuel cell power generation cluster (2020~2025, KRW 242.7 billion) ▶ Establish an industrial cluster; develop R&D source technology and provide support for developer companies; develop talented human resources, etc.

(Start-up) Establish a special zone for young entrepreneurs tailored to the Gyeongsangbuk-do region (2020~2023, KRW 20 billion) ▶ Execute R&D for start-ups; support technology-d start-up and promote youth culture for prospective venture start-up entrepreneurs
(Venture) Develop a job creation model tailored to the Gyeongsangbuk-do region (Pohang Venture Valley) (2021~2025, KRW 100 billion) ▶ Establish an integrated hub for Gyeongbuk-do + Pohang-si + POSCO + POSTECH
(Human Resources) Develop 10,000 talented iniduals for smart industries tailored to the Gyeongsangbuk-do region (2020~2025, KRW 136.2 billion) ▶ Develop 10,000 iniduals and creators for fields such as artificial intelligence, big data, ICT, software, etc.
Build the new regional airport and other linked SOC facilities (2020~2028, KRW 23.0056 trillion) ▶ Build 3,200m runways to attract mid- and long-haul routes; build the Seodaegu-Airport railroad, etc.
【G-Smart Project】 Create the Smart & Green Industrial Complex (2020~2023, Gumi-si, KRW 786.4 billion) Initiate the pilot-phase of the Smart Tourist City project (2021~2022, 2 locations, KRW 28.2 billion) Create the Smart Farm Belt (2019~2022, Sangju-si/Andong-si/Pohang-si/Uiseong-gun, KRW 175.2 billion) Create the Smart F (2020~2027, Innovative Venture·Agrifood F, KRW 140 billion) Create Smart Cities (2021~2024, create urban infrastructures supported by artificial intelligence, KRW 45.9 billion)
The ‘3+1’ promotion strategy specifically includes the following initiatives:
Digital New Deal - 85 projects, KRW 4.2071 trillion in investment ① The Digital New Deal aims to secure competitiveness in digital industries, such as 5G and AI, by utilizing the excellent digital infrastructure of the Gyeongsangbuk-do and Daegu region, and to create new jobs by strengthening digital capabilities across various fields, such as untact industries and agriculture, livestock breeding, fisheries, culture, and tourism.
To this end, Gyeongsangbuk-do has identified four core fields - △promote the convergence and integration of DNA (Data-Network-AI) technologies, △develop online and untact industries; △digitalize core infrastructures, △create a digital-d education and training system - and 85 projects to its resources on.
First, the Provincial Government will look to establish the Gyeongsangbuk-do and Daegu region as the leading hub for 5G and AI technologies in Korea (projects: development of a 5G convergence industry cluster (KRW 100 billion), develop an artificial intelligence-d smart-living care industry (KRW 500 billion)), create a G-Data Dam tailored to the Gyeongsangbuk-do region (project: development of data plats for accelerators, cultural heritage, enterprises, agriculture, livestock breeding, and fisheries, and the promotion of relevant industries), and develop smart D.N.A industries designed specifically for the Gyeongsangbuk-do region (projects: promoting the development of smart tourist cities and smart farm belts).
Moreover, Gyeongsangbuk-do will build a smart medical system, develop the biopharmaceutical industry, create a digital business foation for SMEs, and build an online marketing system for SMEs as part of its core initiatives.
And, last but not least, Gyeongsangbuk-do is expected to digitalize its key infrastructure facilities (by creating smart industrial complexes and smart cities tailored to the regional characteristics of Gyeongsangbuk-do, creating smart logistics systems) and develop its very own untact education and training system called the G-Edu System for various contactless education and training.
Green New Deal - 46 projects, KRW 7.3013 trillion in investment ② The Green New Deal is Gyeongsangbuk-do’s answer to the recent increase in demand for low-carbon and eco-friendly environmental initiatives stemming from the pressures generated by fine dust and climate change issues, as well as increased attention on the creation of green living environments in the region, restoration of green ecosystems, and the discovery and promotion of future green industries such as green mobility.
To this end, the Provincial Government intends to pursue 46 projects across three areas: △mass distribution of eco-friendly and renewable energy, △building green infrastructures, and △preparing a foation for green industries.
In order to promote eco-friendly and new renewable energy, Gyeongsangbuk-do will promote the creation of a new renewable energy industry cluster. This includes building an intelligent energy power grid, establishing an energy industry convergence complex (KRW 1.0312 trillion), and building a hydrogen fuel cell power generation cluster (KRW 242.7 billion).
But perhaps most importantly in terms of executing its Green New Deal, Gyeongsangbuk-do will on directing its resources in becoming a first-mover in future car industries. The Provincial Government will key in on developing its electric/hydrogen vehicle and green mobility industries by growing its secondary battery and chassis industry, which can be considered the backbone of electric vehicles, develop safe and reliable high-perance secondary battery technology (KRW 54.05 billion), and also create core digital chassis systems for future vehicles.
Furthermore, Gyeongsangbuk-do will trans the Nakdonggang River region, Baekdudaegan Mountain Range, and East Sea region into a green and ecotourism resource. Here, projects include the Nakdonggang River Tourism Resource project (KRW 1.2 trillion), the National Forest, Leisure and Sports Promotion Center project (KRW 70 billion), and the Homi Peninsula National Marine Garden project (KRW 150 billion).
Also included in the Green New Deal is the green remodeling of public buildings, construction of smart water management systems, and the establishment of green industry leadership and low-carbon green industrial complexes in the Gyeongsangbuk-do and Daegu region.
Reinforced Social Security - 35 projects, KRW 881.6 billion in investment ③ To reinforce its social security net, Gyeongsangbuk-do will look to execute 35 projects across two areas - △expand the social security net, △develop human resources for the future - to proactively respond to changes in job markets and the economic structures of the region.
In order to cope with the recent employment crisis of the vulnerable and unemployed due to the COVID-19 pandemic, Gyeongsangbuk-do is expected to build a support for local and regional employment by investing KRW 88.9 billion in the Gyeongsangbuk-do Hope and Employment project, as well as the Gyeongsangbuk-do Youth Startup Zone project, and the Preemptive Response Package for Employment Stability project.
The Provincial Government will also make efforts to create an innovative ecosystem for corporations by creating a KRW 100 billion f for smart and innovative venture companies in Gyeongsangbuk-do that supports the establishment and growth of local start-ups, and by creating a special model tailored to the Gyeongsangbuk-do region aimed at creating new job opportunities called the Pohang Venture Valley.
In addition, Gyeongsangbuk-do plans to operate a new Online market for small businesses designed to support local small businesses venturing onto the online market, and start the Changeup project for small business owners to help them improve the operating environment or aid them in closing down/transitioning into new businesses. These two projects will help the Provincial Government establish a Hope Economy system capable of better facilitating small businesses across the region.
Moreover, in order to proactively respond to the evolution of new industries in the future, Gyeongsangbuk-do will on promoting its Smart Talent Training Project for fields such as artificial intelligence, big data, ICT convergence, software, and other creative areas.
New Regional Airport - Investment of KRW 23.0056 trillion (including airport construction costs and connected SOC construction costs) On August 28, Gyeongsangbuk-do finalized its plans for the new regional airport for the Gyeongsangbuk-do and Daegu region. As a core component of the Gyeongbuk New Deal, the new regional airport is expected to revive the national and regional economies following the devastation caused by the COVID-19 pandemic and become a landmark example of a Korean- New Deal. For the project, Gyeongsangbuk-do plans to invest a total of KRW 9.27 trillion in airport facilities and a further KRW 13.7356 trillion in connected SOC facilities.
With its new regional airport, Gyeongsangbuk-do will look to attract demand for air freight heading in and out of the Gyeongsangbuk-do and Daegu region from existing vendors at the Incheon International Airport to strengthen the competitiveness of local industries, contribute to attracting companies, and stimulate the tourism industry.
According to forecasts, 10 million passengers will use the new regional airport by 2050. d on its projections, the Provincial Government plans to build runways that are 3,200m or longer in length to accommodate medium to long-haul routes, and build three railway lines as well as three highways to improve the airport’s accessibility.
Also, Gyeongsangbuk-do will create an ICT-d aviation cluster in Gunwi and Uiseong, both of which are in proximity to the new regional airport, and develop new industries in air transport, logistics, and services, to promote them as core industries that can lead our country into the future.
In July, shortly after the central government’s announcement of its Korean New Deal, Gyeongsangbuk-do created a dedicated task force (led by the Deputy Administrative Governor Kang Sang-jo) to on identifying real issues that affect the daily lives of its people.
In particular, to make sure its plans can be as effective as possible, the Provincial Government is making provisions in next year’s budget specifically for most of its core initiatives included in the Gyeongbuk New Deal, and it is directing each department to publicly call for projects at part of its New Deal program.
Moving forward, Gyeongsang-do plans to cooperate with research institutes and the Gyeongsang-do Policy Advisory Committee to improve the completeness and compatibility of its Gyeongbuk New Deal with the direction of the central government by identifying new or additional initiatives. It also plans to regularly assess the progress of each initiative, and make every effort to make the Gyeongbuk New Deal an exemplary case study for the Korean New Deal program.
Gyeongsangbuk-do Governor Lee Cheol-Woo said, “In the post-COVID-19 era, creative ideas combined with bold and leading policy responses will determine the future of our region.
Moving forward, the Gyeongbuk New Deal and new regional airport will propel Gyeongsangbuk-do into a leading region in the digital and green industries, create new jobs, and revitalize the local economy.
