The government plans to build one town with high-tech facilities each near the six industrial clusters in order to attract the skilled workforce of the industrial complexes, according to the Ministry of Commerce, Industry and Energy (MOCIE) Sunday (March 13).
“We are going to build new towns with knowledge-based facilities within commuting distance for employees at workplaces in industrial clusters,” a MOCIE official said.
“The towns will become self-sufficient cities with shopping malls, entertainment facilities, hospitals and golf courses,” the official said.
The new towns will also have guesthouses for foreign workforce, he added. The size of the towns will range from 500,000 to 1 million pyeong in general and to a maximum 2 million pyeong. One pyeong equals 3.3 square meters.
The town development project is part of follow-up measures to enhance regional features by 2008 to spread growth into provinces.
Industrial site candidates so far include Banwol-Sihwa in Gyeonggi Province, Wonju in Gangwon Province, Gumi in North Gyeongsang Province, Ulsan and Changwon in South Gyeongsang Province and Gwangju Metropolitan City.
One cluster, modeled after the Silicon Valley in the State of California and the Japanese Toyota Cluster, is an industrial site based on a corporate-university collaboration.
The ministry will encourage companies to invest in the citys development. To draw attention to the corporate world, it will offer companies joining the project benefits equal to those in foreign investment zones or industrial zones.
We expect the new town construction will be similar to the corporate town project as the city is linked to the neighboring industrial cluster, the MOCIE official said.
But it is concerned that the new construction project might trigger a fresh round of speculative investment in real estate.
The ministry expects it will take all the necessary steps to stem any land speculation after six town candidates are decided.
The race for investments in the new town project will heat up from this year, the ministry predicts.
