The long-anticipated master plan for the Daegu-Gyeongsangbuk-do New Airport has been announced.

On August 18, the Ministry of National Defense and Daegu Metropolitan City Government shared the results of its Daegu-Gyeongsangbuk-do New Airport Master Plan project.

The master plan includes the location and direction of runways, layouts of key military facilities, and the total estimated cost of the project.

According to the master plan, construction for the Daegu-Gyeongsangbuk-do New Airport will begin in 2025 with an expected opening date sometime in 2030. Featuring two 2,744m-long runways and 700 or so military facilities across an area of approximately 16.9㎢, the airport will cost roughly KRW 11.4 trillion.

With careful considerations made to include terms from the Gunwi-Uiseong Joint Agreement, the civilian airport terminal, airport access road, and military outposts will be built in Gunwi, whereas the main gate of the military base and other residential, welfare, and sports facilities will be built in Uiseong.

The master plan, however, deals exclusively with plans to relocate the K-2 military facilities. Although it does show an approximate location of the civilian airport facilities, it does not include the specific size and scale of the civilian facilities.

The size of facilities featured in the civilian airport, such as the passenger terminal, cargo terminal, runway extensions, and parking lot, will be determined via a Preliminary Feasibility Review for Relocating Daegu Airport to the New Civilian Airport project currently commissioned by the Ministry of Land, Infrastructure and Transport.

Regarding the length of the runway, which had drawn plenty of attention in the past, the Director of the Integrated New Airport Promotion Group said, The runway used by the civilian airport will involve extending one runway according to the master plan developed by the Ministry of Land, Infrastructure and Transport. The Director added, We are doing our best to include plans to build a runway of sufficient length to help the new airport serve as an air logistics hub in the central and southern regions of Korea as part of the Preliminary Feasibility Review by the Ministry of Land, Infrastructure and Transport.

Meanwhile, Gyeongsangbuk-do has initiated a number of follow-up measures following the announcement of the master plan.

First, the Province will discuss whether to restrict development in the area surrounding the proposed airport site.

Pursuant to the National Land Planning and Utilization Act, areas subject to restrictions against development activities help prevent speculative development activities following the announcement of large-scale development projects. In these areas, the construction of buildings, installation of structures, and changes to the characteristics of the land are strictly prohibited.

Gyeongsangbuk-do plans to designate a restricted area for development activities upon consulting with the Daegu Metropolitan City Government to ensure the stability and efficiency of the new airport project.
The field communication and counseling centers in Gunwi and Uiseong will also receive some upgrades.

Established in November 2020, the field communication and counseling centers in Gunwi and Uiseong have been manned by public officials dispatched to the center twice a week (Tuesdays/Thursdays, 10:00~16:30) to answer questions and collect feedback from local residents regarding basic inquiries, including the airport’s construction plans and progress updates, and also to serve as communication platforms.

In particular, with sites to be incorporated into the new airport now confirmed with the master plan, individual inquiries on real estate purchases by the government and compensation are expected to skyrocket. Thus, from August 22 to September 16, the field communication and counseling centers will open five days a week.

Also, once a week (Gunwi: Tuesday; Uiseong: Thursday / 13:00~16:00), attorneys, tax accountants, appraisers, and other experts will be dispatched to each center to offer expert consulting services related to ownership transfers of real estate, transfer/gift tax, and land compensations.

Gyeongsangbuk-do is hoping to build on the upward momentum created by the recently announced master plan.

First, the Daegu-Gyeongsangbuk-do New Airport Citizens’ Promotion Committee will launch on September 7 at the Dongnakgwan Hall of the Provincial Government Office.

The Citizens Promotion Committee will feature more than 70 members, including representatives from economic organizations such as the Chamber of Commerce and Industry, local citizens’ groups such as community councils, the Provincial Assembly, and major local media outlets.

The Committee is expected to serve as a driving force that helps reflect the needs of the local region in important decisions remaining for the new airport going forward, such as determining the size of the civilian airport and enacting special laws, by raising public awareness and interest in the new airport.

Moreover, the Committee will play a crucial role as a public-private cooperative governance body that seeks the participation and collaboration of local entrepreneurs and businesses in building a logistics airport with new demand for air logistics, and also collect feedback to make sure the entire Province of Gyeongsangbuk-do can benefit from the presence of a new airport.

At its inauguration ceremony, the Committee will declare its vision for the Daegu-Gyeongsangbuk-do New Airport and a development plan on how to interface the new airport with the local region.

Gyeongsangbuk-do’s vision for the Daegu-Gyeongsangbuk-do New Airport is to make it a game changer in the era of declining regional development. To this end, it has been focused on the Daegu-Gyeongsangbuk-do New Airport-linked Regional Development Plan project to find relevant solutions.

This Regional Development Plan includes not only the master concept for the Gunwi and Uiseong new airport economic zones, but also innovative growth plans across the five sectors of industry, service and logistics, investment and human resources, culture and tourism, space and infrastructure. It also features development plans for each region in connection with the new airport, which is why public attention is expected to be significant for the Regional Development Plan.

Between September and October, Gyeongsangbuk-do plans to host briefing sessions for locals in Gunwi/Uiseong, southern Gyeongsangbuk-do, northern Gyeongsangbuk-do, and the coastal regions to share key details of the master plan and development plans for different cities and counties in connection with the new airport.

Gyeongsangbuk-do Governor Lee Cheol-Woo said, It is unfortunate that we cannot yet disclose everything about the master plan given the nature of the military facilities featured in the new airport, but I am happy for the opportunity to share at least the larger framework of the Daegu-Gyeongsangbuk-do New Airport construction plan. The Governor added, Now that we have a master plan in place, Gyeongsangbuk-do will do its best to quickly complete administrative procedures such as deliberating on donations and loans, the basic and detailed design planning, and begin construction as soon as possible.
