Gyeongsangbuk-do emerging as a game-changer in nuclear power and hydrogen energy industries… New industrial complexes to help grow northern Gyeongsangbuk-do

Citing an official announcement from the Ministry of Land, Infrastructure and Transport, Gyeongsangbuk-do reported on March 15 that all three of its candidate sites - the Gyeongju Small Module Reactor (SMR) National Industrial Complex, Andong Bio and Life National Industrial Complex, and Uljin Nuclear Hydrogen National Industrial Complex - were chosen by the Ministry for its upcoming projects.

As of March 2023, Gyeongsangbuk-do is home to ten national industrial complexes. Since the Gumi Industrial Complex 1 back in 1969, the Province has added nine national industrial complexes over the years. Ongoing talks with the Ministry of Land, Infrastructure and Transport means this number could soon grow to 11 if the Yeongju High-Tech Bearing National Industrial Complex gets the green light in June 2023. Aside from Yeongju, if Gyeongsangbuk-do proceeds as planned with the above three locations, the Province will have 13 national-level industrial complexes across a total area of 80.20㎢.

Since last year, Gyeongsangbuk-do has been busy trying to bring in new national industrial complexes planned by the Yoon Seok-yeol administration to give local industries and industrial bases a much-needed boost.

From a lost list of potential projects at the national level and pledges made specifically for the Gyeongsangbuk-do region, Governor Lee Cheol-Woo and his administration agreed that nuclear power, hydrogen, and vaccine industries were key industries to develop locally, and submitted its proposals to the Ministry of Land, Infrastructure and Transport on October 21, 2022. Over the course of the selection process*, the Provincial Government made an all-out effort to promote the need for a more balanced regional development across the country and the need to build up other parts of the country to make Korea more competitive overall, and cited its strengths - compatibility with central government initiatives, locational advantage with multiple industrial bases - to convince decision-makers why Gyeongsangbuk-do is the perfect place for the three industries.

The Gyeongju Small Module Reactor (SMR) National Industrial Complex
chosen for the Next-generation Small Module Reactor (SMR) Industry Ecosystem initiative is part of the Korean governments vision to turn Korea into a powerhouse in the nuclear reactor industry worldwide. In recent years, SMRs have garnered plenty of attention as next-generation nuclear power plants. Naturally, competition for SMRs and SMR technology has been heating up in the global nuclear reactor market, and Gyeongsangbuk-do is hoping to establish itself as a leader in the market by building its own SMR industrial complex by 2030. The Gyeongju SMR National Industrial Complex, stretching across 1.5 million square meters in Munmudaewang-myeon, Gyeongju-si, will reportedly cost KRW 396.6 billion.

Gyeongsangbuk-do plans to build a supply chain (export) for SMRs and create an innovative manufacturing cluster for SMRs in collaboration with Munmu Daewang Science Research Institute, an independent SMR research and development institute currently under construction also in Gyeongju-si. By doing so, the Province plans to support the national governments plan to abolish the previous administrations policy to phase out nuclear reactors and help resume the exporting SMRs. The Province is also looking to accelerate the development of innovative technologies aimed at improving the stability of nuclear reactors, their core parts, and related equipment.

Tasked with ensuring a more balanced development across the northern parts of Gyeongsangbuk-do, the Andong Bio and Life National Industrial Complex will include a technical support center to help commercialize vaccines, and develop new bio industries using hemp, which has various potential applications with research institutes as well as pharmaceutical corporations such as SK Bioscience. The Province plans to invest a total of KRW 357.9 billion in its new bio-vaccine cluster (approx. 1.32 million square meters) in Pungsan-myeon, Andong-si, by 2028.

The goal is to elevate Andong into a leader in the bio-vaccine industry by establishing a vaccine ecosystem that offers support across the entire lifecycle for vaccines from non-clinical testing to clinical testing and mass production, and also by industrializing new biomaterials using hemp.

With the Uljin Nuclear Hydrogen National Industrial Complex, Gyeongsangbuk-do is hoping to turn Uljin into the largest hub for nuclear power in Korea and a leader in the global hydrogen industry with a robust foundation for the production and supply of clean nuclear hydrogen. The Provincial Government plans to invest a total of KRW 399.6 billion by 2030 in Jukbyeon-myeon, Uljin-gun, Gyeongsangbuk-do (total area: 1.58 million square meters) to promote the mass production of hydrogen and develop related industries using surplus nuclear power collected locally.

The Province plans to create a clean hydrogen R&D and demonstration complex, and help Korea become completely energy independent by strengthening the competitiveness of its power sector with low-cost production, storage, transportation, and utilization of hydrogen, and by creating future value across the entire hydrogen industry.

Gyeongsangbuk-dos successful bid for all three of its proposals is expected to generate an economic impact of KRW 22 trillion and create more than 82,000 new jobs. Thus, it plans to create an industrial ecosystem that promotes innovative growth in the region by rezoning the site for transactions and making sure the projects proceed with minimal obstacles ahead. The Provincial Government also plans to come up with a string of follow-up measures, including the selection of a project operator and preliminary feasibility study, to support all three projects.

Along with the Munmu Daewang Science Research Institute (research), KEPCO E&C (nuclear power plant design), Korea Hydro & Nuclear (operation and development), and Korea Radioactive Waste Agency (waste processing), these three national industrial complexes will give Gyeongsangbuk-do a chance to establish a supply network for nuclear power industry equipment and hydrogen production using nuclear power plants. This, going forward, will transform Gyeongsangbuk-do into a game-changer in the nuclear power industry and market.

Moreover, the Andong Bio and Life National Industrial Complex will open just in time for the new Integrated Daegu-Gyeongsangbuk-do Airport, which could make the local bio-vaccine industry much more competitive - bio-vaccine logistics often involve air freight. This will further accelerate the development of the Gyeongsangbuk-dos northern regions.

In addition, in line with the creation of the three national industrial complexes, Gyeongsangbuk-do will build new highways or upgrade existing roads, including national highway no. 36 between Bonghwa and Uljin (adding a 4th lane), national highway no. 31 between Gampo and Yangnam, national highway no. 14 between Yangnam and Munmudaewang (upgrading its 2nd lane), and national highway no. 34 between Pungsan and Seohu (adding a 6th lane). The Provincial Government could also look into building a new railway between Yeongdeok and Samcheok earlier than planned to improve logistics and the living environment near the new industrial complexes.

Governor Lee said, This year is the first year of the local era for a more balanced development of our nation. To take advantage of this opportunity, we need to be ready to lead our country into the future. Developing our nuclear power, hydrogen, and vaccine industries as key national industries is essential not only for our local region, but also for the future of the country. The industrial foundation we have in Gyeongsangbuk-do will become much more complete given that weve managed to secure these three new sites for national industrial complexes. He added, The Province will push forward with its plans to make sure Gyeongsangbuk-do can once again become the heart of Koreas industrial economy over the next couple of decades.
